The Sky Is Half Full

What's the difference between a forecast that's partly cloudy, and a forecast that is partly sunny?

It has to do with the direction vector of the cumulus votex in addition to factoring in what colour tie the weather dude is wearing that day.

partly cloudy....a pessimists look at a mostly sunny day.
partly sunny....an optimists take on a mostly cloudy day.

If its been really shitty for a while, and its gonna be better than it has been, they'll tell ya its gonna be partly sunny. If its been wicked ass gorgeous, and you're in for a lousy day, they tell ya partly cloudy.
Colour of tie really only affects direction of wind.
