From the server that Joomla is installed on, try to FTP to localhost. After logging in, take note of the root FTP working directory. Make sure that the $ftp_root variable in your Joomla configuration.php file is set to the path from your FTP working directory, to the installed Joomla root directory.

For example, if your Joomla root is /var/www/public/cms/joomla/, and when you FTP into localhost on that server your default FTP working directory is /var/www/public/, make sure you set the $ftp_root value in the Joomla config to be /cms/joomla/.
